Hospital Payment Monitoring Program (HPMP)
OverviewHPMP

The purpose of the Hospital Payment Monitoring Program (HPMP) was to measure, monitor, and reduce the incidence of improper fee-for-service inpatient acute care Medicare payments. The HPMP included related technical assistance and distribution of the Program for Evaluating Payment Patterns Electronic Report (PEPPER).

Medicare QIOs, such as Qualis Health, will no longer be responsible for these functions. Instead, tasks related to preventing and monitoring payment errors will be managed by the Medicare Fiscal Intermediaries (FIs), Medicare Administration Contractors (MACs), and Comprehensive Error Rate Testing (CERT) contractors.

As we learn more about this change, we will post updates on our website. In the meantime, if you have questions that previously were addressed through the HPMP, please contact your FI or MAC.

We appreciate the efforts Idaho and Washington hospitals have made to address payment errors—and especially commend those hospitals that were part of our more intensive HPMP special study.

Special Study Results

In a special study funded by Medicare, Qualis Health helped Idaho and Washington hospitals substantially reduce their rates of inappropriate short-stay admissions.
